Floodwaters trapped people in their homes and cars Tuesday in a mountain village that is a popular summer retreat in southern New Mexico as monsoon rains triggered flash flooding and an entire house was swept downstream.

In the early hours of July 4, the only sound many of the vacationers along the banks of the Guadalupe River would have heard was pounding rain and thunder. They didn’t get any official warning of the rapidly rising waters that ultimately proved deadly to dozens of people swept away in central Texas flash floods.

Two days before flash floods on the Guadalupe River in Texas killed dozens of campers at a Christian girls summer camp, a state inspector approved operations, noting there was a written plan for responding to natural disasters.

Texas records show Camp Mystic had an emergency plan before floods killed at least 27 campers and counselors, but details of its storm response are still unclear.
