In 1959, the state carved two new area codes - 707 and 408 - from 415's territory. The 510 code followed in 1991, 650 in 1997. The numbers came to mean different places, with different identities.
San Rafael-ites won't be assigned a 628 number. Instead they'll get a classic 415 area code, but the prefix will come from some another town. "Belvedere and Larkspur still have some," she added.
The CPUC can choose to either split the 415 region into two parts, forcing some residents to switch area codes, or assign the new 628 area code only to new numbers, which is called an overlay.

1997: 650 was formed for the Peninsula. 1998: 925 was grafted for Contra Costa County, and 831 was grafted for the Santa Cruz area. The new 628 will be California’s 32nd area code.
